Vicki Davis is responsible for the acquisition, planning, design, and implementation of all Urban Atlantic projects. In this role, she has developed over $1.5 billion in real estate projects. Before joining Urban Atlantic, Ms. Davis served as Deputy Director of the Maryland Housing Fund, overseeing a $3 billion loan portfolio. Prior to this, she was responsible for troubled loan resolutions and disposition of $200 million portfolio for MNC Financial-South Charles Realty, and developed over 2,000 units of multifamily with Trammell Crow Residential.
Ms. Davis holds an MBA in Finance from American University, an MS in Engineering & Construction Management from University of Texas and a BS in Civil Engineering from the University of Maryland. She was formerly Chair of the Green Building Committee of the Maryland-National Capital Building Industry Association and an instructor with the Johns Hopkins University Master of Real Estate Science program, and currently serves as a Board Member of the Montgomery Housing Partnership and DC Building Industry Association.

Lois Fried, Chief Operating Officer, has over 30 years of experience in real estate finance and investment. She is responsible for all aspects of capital sourcing and deployment for Urban Atlantic. She has deployed $1.7 billion in real estate investments, including numerous large-scale, mixed-used and mixed-income projects, leveraging public and private funds including tax exempt bonds, Tax Increment Financing (TIF), Payment in Lieu of Taxes (PILOT), Low Income Housing Tax Credits, New Markets Tax Credits, FHA debt, and conventional debt and equity. Her expertise bringing together public and private capital sources has been instrumental in creating first-class urban developments while providing market rate returns to the investors.
In the past three years, Ms. Fried has closed on $325 million in construction financing for three urban, mixed-use, transit-oriented developments in the Washington DC area. Previously, Ms. Fried served as Chief Financial Officer of the Montgomery County Housing Opportunities Commission. She was also President of Current Asset Finance Corp., Vice President of MNC Financial-South Charles Realty and a Partner with Trammell Crow Residential Company.
Ms. Fried holds a BS in Journalism from the University of Colorado and an MBA in Finance from George Washington University. She is a former Member and Treasurer of the Board of Directors of the Montgomery Housing Partnership.

Bill Harvey brings strong legal and real estate experience to Urban Atlantic. He was previously a member of the law firm of Silverstein & Mullens, P.L.L.C., where he specialized in commercial transactions, including real estate and non-real estate. The focus of Mr. Harvey’s more than 25-year legal career was the structuring and closing of complex commercial transactions involving both operating businesses and real estate assets, the negotiation of joint ventures, and acquisition, financing and sale of small to mid-sized businesses.
Mr. Harvey holds a BS in Industrial Engineering from Lehigh University, an MS in Industrial Engineering from Cornell University, and a JD from the Georgetown University Law Center. He is a member of the bars of Maryland and the District of Columbia and of the American College of Real Estate Lawyers.

Scott Nordheimer has been involved in public-private finance for over 40 years. He was a pioneer in the first generations of affordable housing mixed finance and was involved in the formation of the first CMBS loans for condominiums. As Senior Advisor to Urban Atlantic for nearly 15 years, Mr. Nordheimer has been instrumental in the creation and implementation of successful new business ventures and activities including public-private and mixed finance projects. In recent years, Mr. Nordheimer has spearheaded Urban Atlantic’s energy sector ventures, creating new models for energy finance and green jobs. Mr. Nordheimer’s career started with the Foundation for Cooperative Housing. Over the following decades, he ran a development and investment company with a portfolio including over 13,000 condos, 4,000 apartment units, five hotels and 600,000 square feet of commercial office.
Mr. Nordheimer holds a BA in Political Science from Parsons College and is a former instructor of real estate development at the Harvard School of Business.
